61.  Power of the central government to require the commission to submit a report 
The  central government may at any time require the commission to submit to it a  report on a general effect on the public interest of such trade practices as, in  the opinion of that government, either constitute or contribute to monopolistic  or 1[restrictive  or unfair trade practices] or concentration of economic  power to the common detriment.
